  • Energy efficiency: Household appliances within the scope of Resolution 319/99 must include a label stating their energy consumption level, to be determined using test methods indicated in the applicable IRAM standard.

Guidelines

  • The law requires the information to be provided in a brochure and included with the instruction manual.
  • Efficiency is rated from A to G, with A being the most efficient.

Telecom & Wireless

Regulatory agency

  • Ente Nacional de Comunicaciones (ENACOM)

Regulations

  • Testing and approval is required for most telecommunication line terminal equipment and radio frequency equipment.
  • Approval may be in 2 forms – Homologación (approval to Argentine standards) or Codificación (accepted approval for which no standard exists).
  • Testing of equipment must be performed by accredited in-country test laboratories. Although foreign test reports are not accepted, they may speed up the approval process.
  • Approved telecommunication equipment is registered in the Registry of Activities and Materials of Telecommunications (RAMATEL). After the approval process, the information of the importers and their homologated/codified products will be automatically transferred to the RAMATEL Registry, controlled by the ENACOM.

Guidelines

  • A local representative is required.
  • The Argentine importer or distributor must be registered with ENACOM in order to obtain certification.
  • Approved equipment will be listed on the ENACOM website.

Australia

  • Electrical Regulatory Authorities Council (ERAC)

Regulations

  • Risk based classification of equipment into 3 levels (Level 3 = High risk, Level 2 = Medium risk and Level 1 = Low risk) with different requirements for each level.*
  • Level 2 and 3 products must comply with safety standards and obtain approval in one of the following ways:
    • Certificate of Approval (CoA) from a State/Territory authority and appropriate marking; or
    • Regulatory Compliance Mark (RCM) from an accredited Certification Office
  • For Level 1 products, a Certificate of Suitability (CoS) can be obtained. Manufacturers maintain full liability for the product’s safety and adherence to Australian standards.
  • Compliance with AS/NZS and/or IEC standards.

* New South Wales (NSW) is not participating in the Electrical Equipment Safety System. NSW retains their existing system of Declared / Non-declared classifications and requirements.

Guidelines

  • A Responsible Supplier, who must be a legally identifiable Australian or New Zealand entity holding an Australian Business Number (ABN), or a New Zealand Inland Revenue Department (IRD) number, is required to register the Level 2 and Level 3 electrical equipment on the National Database**.
  • Test report should be from a test laboratory accredited by the National Association of Testing Authorities (NATA) or another laboratory approved by the regulator.
  • CoA only covers product safety while RCM covers both safety and EMC requirements (where applicable).

** CoA or RCM applied in Australia also indicates similar compliance in New Zealand and vice versa.

Regulations for Telecom

  • Products are classified into 3 levels depending on the degree of impact non-compliance has on the safety of persons or the integrity of a telecommunications network or facility – Level 1 having limited impact and Level 3 having risk of adverse impact.
  • Manufacturers are required to sign a DoC and hold a product description.
  • Regulated products should also be affixed with the A-Tick or RCM Mark*.

* The labelling requirements are under transition from the ACMA A-tick mark to the Regulatory Compliance Mark (RCM). Existing importers that already have an ACMA supplier code, can continue to use the A-tick mark until 1 March 2016.

Guidelines

  • A local representative is required to apply to use the A-Tick or RCM Mark.
  • Manufacturers of Level 2 and 3 products are also required to hold a test report or Technical Construction File.
  • The test report for Level 3 products must be from an accredited test laboratory.

Electrical Safety

  • Customs Union Technical Regulation (CU TR)

Regulations

  • On 1 July 2010, the Customs Union (CU) between the Russian Federation, Belarus and Kazakhstan came into force.
  • EA Customs Union (EAC) Approval is a singular harmonised Approval Certificate for EMC and/or Safety for certain products. It covers all member states in the union.
  • The product must be marked with the EAC Mark.
  • There are 2 methods of conformity assessment for electrical products: Certification (CoC) and declaration (DoC). The validity is up to 5 years.

Guidelines

  • A local representative is required for DoC.
  • Conformity Assessment includes:
    • Submission of application, test reports and essential documentation.
    • Factory inspection report.
    • Quality Management System certification (where applicable).
    • The EAC mark should be shown on the product label.

  • Type approval is performed according to the Law of the Republic of Belarus «On Approval in accordance with technical normative legal acts in standardization» (Law of the Republic of Belarus 31.12.2010 № 228-3)

Guidelines

  • The certification process includes submission of an application, product testing in an accredited test laboratory, submission of test report and essential documents. Upon successful approval by the authority, a certification will be issued.

Regulations

  • Mandatory testing and certification are required for certain regulated product categories.
  • Testing must be performed by a Product Certification Body that is accredited by INMETRO.
  • Initial and follow-up factory inspections are required for mandatory certification.
  • Products certified by an INMETRO-accredited body are required to carry the mandatory INMETRO Mark of the certification organization.

Regulations

  • The ISC Product Certification Scheme provides rules for a third-party certification system of conformity assessment through testing and assessment of the factory quality management system.
  • The scheme is mandatory for products covered under mandatory standards.
  • Manufacturers are required to apply for a Product Registration License to affix the ISC Mark on products.
  • Compliance with CS and/or IEC standards.

Guidelines

  • Foreign manufacturers need to sign an agreement for using the ISC Mark, and a local representative is required.

LICENSING PROCEDURE

  • Application.
  • Issue of factory inspection report from an inspection body recognized by MIME (Ministry of Industry, Mines and Energy).
  • Submission of CB certificate and test report with technical documents.
  • Signing of agreement.
  • Issuance of license.
  • Publication in ISC bulletin and/or website.
  • Surveillance sampling and testing at six-month intervals.

  • Choose the conformity assessment procedure* based on the directive for your product.

  • Compile the Technical File of technical documentation for your product. The Technical File holds information that verifies that the testing was conducted properly and that the product complies with applicable standards; it is product dependent.
  • Prepare a DoC declaring that the product fulfils the requirements of the applicable directive(s) with the legally binding signature of the manufacturer.
  • Affix the CE mark to your product. There are specific rules to adhere to in CE marking.

  • The Manufacturer shall affix the GCC Conformity Marking in accordance with the relevant Gulf Technical Regulations and requirements to each individual electrical equipment that is in conformity with the requirements of the Gulf Technical Regulations in force.

Guidelines:

  • The manufacturer shall establish the Technical Documentation, which shall make it possible to assess the conformity of electrical equipment to the relevant requirements, and shall include an adequate analysis and assessment of risk.

If equipment in list (1):

  • The Manufacturer shall draw up a written Declaration of Conformity for each electrical equipment Model if the electrical equipment in list (1).

If equipment in list (2):

  • The manufacturer shall lodge an application for the Gulf-type examination with a Notified Body if the electrical equipment in list (2).

List (2) product categories:

  • Air conditioners
  • Centrifugal clothes dryers and Clothes washing machines, including machines which both wash and dry freezing equipment
  • Domestic electric heating apparatus
  • Domestic Electrical Fans
  • Electric instantaneous or storage water heaters and immersion heaters
  • Electric smoothing irons
  • Electro-thermic hair-dressing apparatus and hand dryers
  • Food grinders and mixers, fruit or vegetable juice extractors
  • Microwave ovens
  • Other ovens; cookers, cooking plates, boiling rings, grillers and roasters
  • Plugs, Socket outlets, adaptors, cord extension sets and chargers
  • Refrigerators, freezers and other refrigerating or freezing equipment
  • Toasters

List (1) product categories:

  • All products which falls out of List (2) and under LVD will be in consider as List (1) product.
